Here’s what Issacs wrote on Adobe’s community forum following the reports.

You have heard wrong! Adobe is absolutely not providing free copies of CS2!
What is true is that Adobe is terminating the activation servers for CS2 and that for existing licensed users of CS2 who need to reinstall their software, copies of CS2 that don’t require activation but do require valid serial numbers are available. (Special serial numbers are provided on the page for each product download.) See <http://forums.adobe.com/thread/1114930>.
Update2: the download link appears to be still alive. Just tried it out. Don’t know what is going on.
Update: To good to be true! According to diyphotography, which cites Adobe support forum, the download was never meant to be free. The download page was meant for photographers who bought CS2, but needed to reactivate it. The download link has now been disabled.
Adobe’s CS2 suite can be downloaded for free. Click here to download. Serial numbers are provided. You have to be registered to Adobe (it’s free) to make the download. Mac (PowerPc) and Windows versions.

before you download, check if you have the latest (10.7 Lion or 10.8 Mountain Lion) OS installed. If so, CS2 will NOT WORK. Adobe CS2 needs the Power PC emulator “Rosetta” to work on Intel CPUs and is only available (installed in OS) until 10.6 Snow Leopard.

I have a legal copy of Photoshop CS2 which I bought when it came out a few years ago and have used it quite successfully on my 2011 Intel Mac Mini which is installed with Mountain Lion. No emulator needed. You will need the DNG convertor for the latest camera raw files but I do not see that as a problem.

5 months ago |Wrong. Adobe CS2 is PPC sofware. It will NOT run under OS X 10.8 (Mountain Lion) It will only work on either a PPC Mac or an Intel Mac running Snow Leopard (10.6) or earlier. Mountain Lion does not run ANY PPC software, period. Either you’re not running OS X 10.8 or you’re lying.

Adobe CS2 came out I April 2005
Current release is CS6
ACR in CS2 will not support any Sony cameras and few others that anyone uses.

5 months ago |True about ARW files. But you can always download FREE Adobe DNG Converter.
Convert ARWs to DNG and Open in CS2 with no problems
It makes workflow longer, but you can work with RAW files from any camera in Photoshop for free.

1: Install VM Ware, Virtual Box etc. on your Lion
2: Install Snow Leopard on VM and Rosetta(You can find it on the Snow L. DVD)
3: Install CS2 and it works, I hope.
Raw is not supported, but tiff. And for me as PS CS5 user is important to habe Illustrator!!!

Seriously: There’s no point in Gimp any more. Brilliant move from Adobe. And as for me: There’s no point in buying Acrobat Pro and Premier any more (I was wondering if I should buy it – turns out: Adobe gave it for free! win-win situation)

5 months ago |Last time I checked gimp page on downloads page the most pronounced download was one for Windows and last time I seen gimp usage stats – Windows was in significant advantage over any other OS.
Gimp used to have linux as it’s main platform, but it changed ~2 years ago. Now they put much more pressure on where the users are: Windows, then any other OS.

5 months ago |I never thought I’d see the day! This is a BOLD move for Adobe. And it kinda makes me wish I’d kept my G4 around as a second machine, just for the free Creative Suite!
Lets all hope that Adobe continues this trend, and hopefully, with the launch of CS7 in a year or so, they’ll offer CS3 for free!

5 months ago |Only reason Adobe is making it available for free download is because it is fundamentally worthless these days. Could not sell it even if they wanted to. Too many ‘IF’s. If you are still using a PPC. If you have Rosetta, etc. Besides the download link is not even working. Says something to do with maintenance in Japanese.

Adobe just switched off their activation servers for CS2 and provides special serial numbers to people who ALREADY OWN a license for CS2.

5 months ago |That’s not entirely true. Yes, they did distribute it primarily for old users, but version we talk about here doesn’t have any licence requirements – not on Adobe webpage nor in the installation itself.
